The Interstate Technology and Regulatory Council (ITRC) is a state-led coalition working to reduce barriers to the use of innovative air, water, waste, and remediation environmental technologies and processes. ITRC produces documents and training that broaden and deepen technical knowledge and expedite quality regulatory decision making while protecting human health and the environment.With public and private sector members from all 50 states and the District of Columbia, ITRC truly provides a national perspective.
ITRC is a program of the Environmental Research Institute of the States (ERIS), a 501(c)(3) organization incorporated in the District of Columbia and managed by the Environmental Council of the States (ECOS). ITRC is established in the ERIS By-laws. ECOS is the national, nonprofit, nonpartisan association representing the state and territorial environmental commissioners. Its mission is to serve as a champion for states; to provide a clearinghouse of information for state environmental commissioners; to promote coordination in environmental management; and to articulate state positions on environmental issues to Congress, federal agencies, and the public. A eight-member Board of Advisors provides overall leadership and direction for ITRC. Representatives from federal agencies and other funding partners serve as Liaisons to the ITRC Board of Advisors. ITRC achieves its mission through its Teams, which are composed of environmental professionals, including state and federal environmental regulators, federal agency representatives, industry experts, community stakeholders, and academia. ITRC Teams develop guidance documents and training courses. These products help state environmental agencies and others gain valuable technical knowledge and develop consistent regulatory approaches for reviewing and approving specific technologies. The ITRC State Engagement Program ensures that ITRC guidance documents and training courses are available, understood, and used. It also promotes multistate concurrence on the documents and collects examples of ITRC's successes. States active in ITRC assign a staff member from their environmental agency to serve as an ITRC Point of Contact (POC). The POCs play an integral role by serving as advocates for ITRC in their state’s environmental agency and by communicating their state’s environmental priorities back to ITRC. The POCs are also instrumental in marketing and promoting ITRC tools and resources to other government agencies, industry, academia, and community and tribal groups. The ITRC Training Program assists with ITRC's advancement of innovative environmental decision-making by helping ITRC create and deliver high-quality training courses. The Training Program provides an organized, structured, and consistent approach to training curricula development and delivery in conjunction with ITRC Teams. ITRC Industry Affiliates Program (IAP)
The Industry Affiliates Program (IAP) is the formal membership program for private-sector organizations within ITRC. Private-sector organizations may join IAP by completing an application form and paying the appropriate membership fee. IAP supports ITRC in its mission by providing financial, technical, and market information and resources. For more information on IAP please click here.
ITRC public and tribal stakeholders serve on ITRC Teams and represent the voices of the communities and tribes that are affected by environmental problems. Typically, public stakeholders are members of environmental organizations, community advocacy groups, or other citizens’ groups that deal with environmental issues. Likewise, tribal stakeholders are affiliated with, or are employees of, Indian tribes, or are Native American, Alaska Native, or Native Hawaiian.
